Yes and from my understanding I believe the built-in "Add Member" Smart Service works this way as well.

The only way around it that I can think of is to create a small process which would use the "Create User With i18n" Smart Service to create your users instead of going through the admin console.

Thank you for your response. The behavior I am describing happens creating users from the Admin console. According to the documentation if a password is not entered the system will automatically generate a password and send the user notification.

I don't believe there is a way to turn off this notification.

As far as I can tell the "Create User With i18n" Smart Service that is part of the Personalization Utilities does not send an e-mail automatically when it creates the user.
