I am trying to get some direction on whether it makes sense to finish the install in 18.2 and then upgrade to 18.3 or is the preconfigured Tomcat for 18.3 the right way to go.

RE: How to Upgrade from 18.2 to 18.3 with Tomcat

Yes, Appian 18.3 Version comes up with inbuilt server(Tomcat)
If it is on-premise installation first
1)You need to complete the 18.2 installation (docs.appian.com/.../Installation_Guide.html) ,If you get any issues with installation please share screenshots of issue.
2)Then upgrade to 18.3 (docs.appian.com/.../Upgrade_Guide.html), at step 5 need to configure schema in tomcat same as jboss.

You can install Appian 18.2 and then upgrade to 18.3. Please refer to the link
