Yes, Appian 18.3 Version comes up with inbuilt server(Tomcat)
If it is on-premise installation first
1)You need to complete the 18.2 installation (docs.appian.com/.../Installation_Guide.html) ,If you get any issues with installation please share screenshots of issue.
2)Then upgrade to 18.3 (docs.appian.com/.../Upgrade_Guide.html), at step 5 need to configure schema in tomcat same as jboss.

As per my understanding, while performing on-premise installation for 18.3, we don't need Jboss / Oracle application server anymore, instead the package will be preconfigured with Tomcat server.

Tomcat is a webserver but for Appian you need JBoss EAP. You can install Appian 18.2 and then upgrade to 18.3. Please refer to the link

You can install 18.2 then upgrade to 18.3 once it is released.
