Note that there's a create user smart service for creating users in process.

In addition, Personalization Utilities is very popular for it's create user for i18n smart service that allows you to create users WITHOUT sending a new account notification email.

Yes this is possible, you can automatically create users during sign-in with SAML Authentication:

or during a LDAP sync using process model to create users.
