You have to manually create application , add related artifacts to it and export for back up . There is no automation for it

It's not supported by platform. The artifacts have to be stored separately.

There is no supported way of automatically creating Appian design objects.

To build a utlity on appian , where user will upload a excel sheet with file names (PM,interface,expression rules , constants, cdt,datastore , any appian object ).

Utility to create a new application and add these provided artifacts into it .

post which user can export the applicaiton from designer

You can just export the application and it will take the export of the App as well as all of its objects of it.

Could you please elaborate a little bit, do you mean you have another Appian application and you want to create a new Appian application and some Artifacts such as documents every time the process model is run?
Or
Do you want to design an Appian app that will allow you to create a copy of your Artifacts (documents etc) and store it on a different application that is already created? You can do this, but you should be Admin of both these apps and you can just create a constant that will point to this other app's Artifact location.
