Thanks Harrys. I followed the instruction to switch on the ‘Restrict LDAP authentication to a specific group’ and then assign the Application User group on it. After that the local user can login successfully.

Check out step 6 under the section, "Configuring LDAP Authentication with Admin Console" in the following Help location: /suite/help/7.11/Migrating_LDAP_Configuration_to_Administration_Console.html.

It looks like unless you've configured an LDAP group, then Appian credentials can't be used anymore.

All LDAP users can log in successfully. I have tried to create a local user in 7.11, but it can't login too.

And the LDAP authentication is working correctly - all LDAP users can log in without issues? Also, were the local users created in Appian 7.9 or 7.11?

Are your local user account names the same as your AD-specific account names? If this is the case, you'd want to use your AD-specific password, although I have seen instances where the original local password trumped AD.
