You may have to do multiple upgrades to get to 17.1, but you should be able to upgrade. Curious as to the thoughts otherwise from whomever told you that.
However, if you are not upgrading, you can export and import into the new environment(forum.appian.com/.../Importing_and_Exporting_Applications.html). You will need to check deprecated features and make any changes.

as long as your 7.6 application is not using any deprecated features. while upgrade will make deprecated work in upgraded 17.1 environment, export / import might not.

Thank you for that info.
For the specific project we are not looking to upgrade an existing installation but create a new one and transfer only 2 existing applications.

Also, we have been told that we are not able to upgrade directly to anything above 16.2 from 7.6. That is why i posted that question here.

Can you export from 7.6 yo 17.1? -- Yes

You shouldn't need to though. If you follow the upgrade guide your apps will follow along to the new version.
