A WebAPI call would only be needed if you want to expose Appian data to an external system. If this is not your use case, then Stuart has highlighted how it can be achieved but would strongly suggest you read up on some content about Appian and what functions it can offer.

https://docs.appian.com/suite/help/19.2/Query_Recipes.html is page all about the query types Appian can offer but it sounds like you might be better off going through some of the tutorials first

If you have a pre-existing database table then you'll need to:

create an Appian datatype that matches the table you want to read from: https://docs.appian.com/suite/help/19.2/Mapping_CDTs_to_Pre-defined_Database_Tables.html#create This will also take you through the steps to have that datatype added as a Database Entity in a Datastore object so you can make use of it to query the data from the table
You'll need to the make use of the new 'Entity' in a queryEntity() rule.
Once you have a Query Entity working you'll then need to make use of it in whatever you need to consume that data in - a user interface, a process model...so it depends on your use case!

So, adding an additional layer above the database would be more work/overhead than going directly to the database. Appian supports a number of different database technologies (MySQL, MS SQL Server, Oracle, IBM DB2) and provides capabilities to read/write/delete content from them.

SO first question: why not get it directly from the database table using a queryEntity() ?
