From the latest community edition, access to the database is disabled. Also CDTs, Data Stores and WSDLs are not supported.

In new Community edition you have to do that via Records.... you can't access the database directly...

Is this question about the new Community Edition? If yes, there is no direct access to the DB. Use Records to create your tables.
