No its not the issue of Cache. Thanks to Sasa (above for replying the same)

Scenario-1
=========
1.Create new user-1 with new Title and click "Create"
2.Create new user-2. Select existing Title it shows the newly Title created with user-1.

Result - As expected the Title appears in the Dropdown list.

Scenario-2
=========
1.Create new user-1 with new Title and click "Create & Add Another"
2.Create new user-2. Select existing Title , the newly Title created with user-1 is missing.

Result - This scenario , does not display the newly created Title.

No, there is no lag, and we don't need to wait for Sync.. Because, i tried the same, and the created Custom Title was populated in Dropdown just after the creation. So i believe that might be the issue of your Browser cache, or some connectivity problem (like Weak, lost).
Did you try to view this in some other browsers like IE, just after the creation of a Custom Title. if no, then try creating a custom Title once again and view the same in IE, and check are you still facing the same issue.

You got me :) . I was creating multiple users using the "Create and add another" button. Will the same not work while using this ?

I've tested this in the same environment and it all seems to be working fine as long as you're creating single users and not using the "Create and add another" button.

I tried the same yesterday but the newly created Title was not populating in the Title dropdown.
I checked today it displays the created Title. Is there some lag which we need to wait for to sync.?

Hi jigneshs,

The title list should be populating with your new custom titles. Follow these steps and confirm whether the titles are being added.

1. Within Admin Console, click Users.
2. Click "Create".
3. Populate the appropriate information, when populating title, select the "Create new" radio button, and enter the custom title.
4. Click "Create".

The user that has just been created will have the custom title you have just entered, if you go to create another user now, you should be able to select this new title from the drop-down list.
