Thanks for confirming that the file should be deleted. It certainly is not.
As this is a fresh install, there are no existing users to cause problems. Only the default Administrator account. My password .properties file contains :

conf.password.ADMIN_USERNAME=pauls
conf.password.ADMIN_FIRST_NAME=Paul
conf.password.ADMIN_LAST_NAME=Simpkins
conf.password.ADMIN_EMAIL=XXXX@XXXX.com
conf.password.ADMIN_TEMPORARY_PASSWORD=Temp1234

pauls985 , Yes, the password.properties should be deleted on successful deployment .
And the username in password.properties should not be the Administrator or shouldn't be the existing Appian user.
