There are many reasons why this rule can fail. Two of the most common ones are:
1. inputs being passed into the rule via input rule input may not be correct compared to the CDT.
2. The size of the value being passed to input rule input....if you have a parameter thats several lines long, it can fail. In such cases, try to generate that parameters value in the expression rule which this rule calls....

GetDataSbusetDownloadLinkFromRule compatable appian versions are 17.1,16.3,16.2,17.2.
Can you check your appian version your trying to use.

I believe this has been deprecated and replaced with functionality in the Excel Tools plugin.

Take a look at the documentation here, and see if it meets your needs.
