You can directly find the documentation of both 18.2 and 18.3, in documentation tab, you can navigate to appropriate version documentation, so you can directly notice the changes.

I am sorry. It actually looks vague question for me. Please share in what procspective you need the differences. are you looking for designer procespective, end user prospective or any other flow?
