This issue occurs due to a timing gap between document metadata persistence and binary storage availability in Appian. Moving or emailing documents immediately after upload can result in orphaned metadata records. The recommended solution is to decouple upload from processing and introduce a short delay or separate process.

Same happening in my case when I try to upload a document in a process start form and without submitting a form starting a synchronized start process where I couldn't be able to access those documents if I need to extract the data from documents.

When we are using start form or the task form is the only option is submitting the form so that document moves to its permanent target folder provided?
Don't we have any other way to get it moved to the permanent folder?

In addition to that if the UI is not submitted then it will be in the Temporary documents folder and because of which you are receiving the error.

This is in fact possible. I created a completely separate application to check if there were any issues with submitting documents using a!startProcess() and it worked perfectly.

Files cannot be uploaded using a!startProcess() as a form must be submitted to add the document to the target folder. I recommend using a related action and passing the document into process with rule inputs.
