I don't know of any way of invoking the built-in Appian test cases other than through the Appian UI.

My use case is that I'd like to invoke test cases for selected expression rules through a web API interface. Is that possible with the current features?

What exactly are you looking to do / unable to do? When I go to "Manage Test Cases" for my application, I'm able to select certain expression rules and click "Run Selected".
