IMHO this is an organizational challenge but no technical problem.&lt;/p&gt;
&lt;p&gt;If I accept a task, it is my responsibility to complete it within the allocated time.&lt;/p&gt;
&lt;p&gt;To manage that, use due dates and escalations.&lt;/p&gt;
&lt;p&gt;The question whether someone is actually staring at the screen is super difficult to answer in a web environment.
