That depends on how you define "working on". IMHO this is an organizational challenge but no technical problem.

If I accept a task, it is my responsibility to complete it within the allocated time.

To manage that, use due dates and escalations.

The question whether someone is actually staring at the screen is super difficult to answer in a web environment. And even with a desktop application this is not easy.

You're right - "typically" I'd want to show "assigned" and "accepted". But in my unusual case, I need to know if a given task is currently (as in right at the moment) being viewed/edited by some other user. From what I know, a task in "accepted" status doesn't necessarily mean the task owner is currently working on it, right?

has proper status tracking. Typically you would want to show "Assigned" and "Accepted". "Accepted" means that a user acceted the responsibility for completing the task.
