If you use a custom solution to create Users when automatically provisioning them then you also get the option to set their locale and timezone. Once you have this in place then you'd only need to run your global update process once to sweep up the pre-existing user accounts and then all existing an new accounts will be set up as required.

This is not practical in situations where users are automatically provisioned via SAML and AD.

'There is a Smart Service called 'Update User Profile' which allows you to set a User's Locale and Time Zone (amongst many other things):

Obviously you'd need to create a Process Model and provide it with a list of Users and the relevant values for the attributes you want to set.

It's not possible to have zero user intervention AFAIK. At a minimum, you would still need to have a landing page the first time the user logs in. When the user presses on the button, you coule retrieve their locale from active directory (or some other source) and update their profile.

An easier way to do this is to have a landing page presented the first time they login where the user simply chooses their preferred language.
