You didn't mention the "plugin" requirement previously. Perhaps you could provide a bit more detail as to your use case and what you're trying to accomplish? If you already went over this in a prior post though, I'd gently like to suggest that the proper venue for follow-up might actually be to add more comments to the prior post (and previous responders) rather than creating a brand new post, with no context to the previous one.

I cannot use the integration as that is coming from a plugin.
Mainly I want to do this on a portal and portal does not allow you plugin based integration calls on portal, so for this, I am creating web api as It was suggested in the last answer.

As far as I know you can set up an Integration to call your Web API locally. The particulars really depend on the details.
