That process seems to be started by a timer. Then the initiator is the user who last published the model. If this is going through a deployment, it might be possible that there is something weird with the actual initiator.

Is the alert receiver the one who recently published the process. if that is the case, Please check whether the node is kept as run as whoever designed the process, In that scenario, error might go to whoever designed the process.

Initiator is a valid user but still recive alert other user.
Here is my process model(plz check screenshot). What is wrong?Is that appian bug?

If that initiator is a valid user, then alerts will go only to this account.
