 Generally I want to create a matrix for business presentation defining global user vs sys admin access matrix.

&lt;p&gt;Depends on his access , There are few system groups which we use to restrict the visibility of a basic user. If he is part of Designers group then Yes, he can see the code (Only when he is part of that application groups) (multi layered Security ).&lt;/p&gt;
