For plain text, Base64 conversion can be done using an OOB expression rule. Linked there is my posting of the most recent versions of both my base64 encoder and base64 decoder, hardened against extended characters like large unicode characters and even emojis.

In appian health check report we got to know it's vulnerable and need to remove.

Why do you say the smart serivce is vulnerable?

Anyway, you can implement your own function /smart service in order to solve the problem
