Looks like you used "Create a Team" instead of "Create a Custom Group". The Team type does not allow you to change security. If you delete it and re-create it as a custom group (either with the generic "Custom" type or create a new type) then you should be able to modify the security according to the documentation Paul provided above.

This group type is TEAM. So it don't allow you change the security/privacy.
And Department also have some limitations on security settings. You can change security settings for custom Groups only.

Best practice is to only create custom groups. These allow you to define security settings yourself.
