-Dorg.apache.catalina.connector.URI_ENCODING=UTF-8

Are you saying about these below missing settings
-Dfile.encoding=UTF-8
-Djavax.xml.soap.MessageFactory=weblogic.xml.saaj.MessageFactoryImpl
-Djava.awt.headless=true

You're missing several encoding settings. Please make sure to add the settings from forum.appian.com/.../Configuring_WebLogic.html and restart Weblogic.

We don't have any multiple language enabled in the respective environment, attached is the snippet from same.

Do you have multiple languages enabled in this environment? It looks like this might be an issue related to missing internationalization settings.
