Deployment Automation Manager is a plugin that you need to deploy on intended environment.
Once you get the plugin deployed from server admins you will get link to access it from UI
<appian>/suite/plugins/servlet/deploymentautomation

This is the way to use it.

You need to use this functionality on the intended environment itself.
If you wish to use deployment automation for test environment, you have to use the link from test environment itself.
