A couple of things here:
1. don't assign an individual as the Administrator of the object! Best practice would be to provision this through a Group and assign that User to that Group.
2. You could restrict everyone else by making them all Basic Users with the Designer role.

That’s a good point from Chandu, if they are system admin you won’t be able to hide, so are they?

But based on your question seems that you they are admins for that application. I have done this to hide object but I set them the editor role and I add them to a designers group.

If, the user account is of type system admin then you cannot set the security which will be visible to only one user.

Have you tried the to set the security “no access” to those users? Or a group which contains those users?
