Once development is completed you create the package/jar and use it for installation.

You need a local Appian instance, but I think you should be able to get that for free.

What kind of plugins are you looking for?

AFAIK, custom plug-ins can only be deployed to an On prem env by the Admin but for cloud instances, it will require an approval from Appian support to make it publicly available for use on App market.
