Most of the newer fax services(example efax) have the fax to mail option(with the fax as an attachment); then you can use the read email functionality to parse the attachment and kickstart a process flow. The configuration details on forwarding fax as email can be found on the respective internet fax providers documentation

We had done an integration where we used to receive the incoming fax through email and trigger a process to extract the information.

You might need to create a custom plugin for it.
