Can you give a bit more context? In Appian we try to implement business processes. Is that modify activity part of a process? Did you implement a record and the modify action is a related action?

My assumption in the interface you want to apply security,

a!isUserMemberOfGroup() you can use this function to check loggedInuser is member of the manager group if yes show otherwise hide.

Create a group in your application that can contain the users with manager rights. Now in the application objects provide security to the before mentioned group as Editor. that you want exclusively Managers to work upon.

Going through docs and trainings about groups and application/object security will help you better understand the concepts as well.
