i am referring 21.3 version pdf but my appian version is 21.4. Do i need to follow 21.4 pdf ? If yes then do i need to revisit full course or else refer only 21.4 pdf

what kind of version is your PDF referring to? might by targeting to an old version of appian.
Perhaps Stewart Burchell, as high qualified appian employee, tries to show you a suitable solution for your issue to support you. ;) but just perhaps....

...ah...so we should have checked what version of Appian you're working on and what version of the documentation you're using...where Actions for Records can be configured has changed between versions.

You're on the wrong menu item. Select the 'Record Actions' item as per my previous screenshot.

you maintain this kind of action via correct settings in the "record actions" tab.
one idea: Are you in the correct group which can see/is allowed to execute the related action?

What are you seeing? You should be seeing this interface:

You can create an 'Action' that sits alongside the list of records (so that you can effectively create a new Record to add to that list). And you can also create a 'Related Action;' which is an action that runs in the context of an existing record instance.

is your application published?
are your Security settings right?

Silly question but is your user System Administrator? I/m pretty sure that you need to be system administrator to see the create related action button.
