While I recommend to stay with the default Appian functions, this is absolutely possible.

Just submit the task and add a XOR to the model to loop back to the user input task. Did you try this already?

Yes i know that, but I am trying to do it inside my interface as shown here

when i choose Reassign a (Reassign to) user picker is appeared here to enter the user name, and when i enter submit the form should be assigned to the user which i choose.

is it possible in Appian ?

A user input task provided that functionality by default. What exactly are you looking for?
