Yes, you would likely also need to configure port forwarding in your router.

No, I don't have a FTP server setup and running on my PC. I've tried to do that, but I think that I need to change some router properties. Is that true?

For starters, do you have an FTP server set up and running on your PC? After that, your hostname would be your external IP address and your port would be the port you have the server configured for. Without looking into it i'm not sure what External System Key would be (are you using FTP or sFTP?)
