Instead of modifying some rules, you could just add/remove the users directly. If you use SAML, you can control membership from your identity management system.

Hi Stefan,

I want user to be added based on the value of custom field in their profile. hence it would be helpful if we can modify the membership rules.

I think this does not exist. Can you explain your use case? There might be an alternative approach.
