Take a look at the 'Set User's Locale' plugin. It hasn't been updated in a while, so it may not work, but if it does, this will provide a solution for you.

Hi Amit,

I guess we do not have any OOB function or smart service available in appian to update locale. This information is something related to system Settings that we cannot update through any functions.
