The error is stating like the problem with the WSDL document version. You can check with the Service provider and ask them to republish the service.

On a Note: It is important to always provide credentials to web services that require authentication, even if you find that testing the web service without sending credentials works. The credentials might be cached on the remote server.

It seems that wsdl is not accesible, as Anil mentioned try with SoupUI, if it works check for the response time. If response time is more than a minute than you will need to reduce that.

First test the WSDL in SoupUI instead checking in Appian. If the WSDL works in SoupUI then you can try from Appian.
