Can you share the stack trace? The error you mentioned usually indicates connectivity/network issues between the client and server

Couple of following questions that could help identifying the cause.

Does this work in other environments?

Did any of the constants updated/change that is used to generate the links.

Does the Approve and Reject Link calls a WebAPI Or it sends an e-mail with Approve/Reject and there is another PM thats pools these emails?

What sort of link it is? Is it a webapi link created for the link? If it's so then might be User does not have the proper privilege to use the API.
