If you start a process that sits in memory indefinitely and repetitively triggers using a timer then the value inside any referenced constant will be cached and changing the value of the constant in a UI will not have any effect.

If you want to alter this value through an admin console you'd be better of holding that value in a database and dynamically fetching it into the process.

RE: Timer get value to start from expression rule of constant.

Timers can be configured using constant or expression.
