Are you talking about existing still active process instances? If yes, these changes will not have any effect on them.

I have saved and published, but still the system is considered the version 1 user and user left the organization.
Note: the issue is intermittent.

Maybe you forgot to publish the model? Only "save" will not do it.

Okay,
But I don't know why,
in my case it's taking version 1 created user and that too intermittently.
What could be the reason?

"Latest published". On a production system, this should be the deployment system user.
