&lt;p&gt;The typical way to implement a scheduled process based on dynamic conditions is, to start that process in a fixed interval, e.g. every hour, and then evaluate the conditions in a XOR.&lt;/p&gt;
&lt;p&gt;Delay and timer recurrence will NOT update in case one of your constants changes.
