From 16.3 version you can control the task notification emails. Look for User Input Task properties.

If you are working in earlier versions and want to Enable or Disable alerts to specific users then you can use "Alert utilities" smart service available in shared components.

If you are in 16.3 version, then you can send or hide notification mail by checking or un check the " Notify task assignees of new task via email" option in Assignement tab. Notification will be send when the task is started, not when the user accepts.

Dharsana, In old versions it can be done through designer under alerts tab but now it is not available in designers tab. Now it can be only done through smart service. We faced a similar issue in past and found that these alerts are disabled explicitly by designers who designed other applications which are running in same environment for all users to avoid emails for task assignment.
@Does it mean it will send mail only if the user accept the task?
It goes to all users to whom it is assigned to

Notify task assignees of new task via email (this applies to attended tasks only).. this option is already selected in assignment tab .. Does it mean it will send mail only if the user accept the task?

The other thing what you need to do to receive alerts apart from configurations is being subscribed to those alert types. There are two different alert types (tasks assigned to me,tasks assigned to me and others) for this. By default generally users will be subscribed to this but in case if they are unsubscribed please make sure that users are subscribed back to this. You can use smart service https://goo.gl/XVUntF if you are on cloud to subscribe users to these alert types

In previous versions it should be configurable from server end that to it's common configuration for all user assignments.

Which version are you using? moreover it's customisable from the latest versions
