Try importing the 'RPA Windows Low-Code Methods' library using the RPA Console, and then adding the 'WinL Get Environment Variable' action to your workflow.

I haven't used RPA in Appian but i believe there should be an option to provide path with variable like this: %userprofile%\downloads. Paste this in address in windows explorer and it should work.
