Yes it does, once you make a interface that has a Rule Inputs, it would create the pv's for you if not present in the PM and maps them. Once you submit the from the values mapped in the interface will be passed to the PM.

This Help. But it seems like for a process start form, you can pass in your interface values to the PM. Do you know if this is true?

Can you clarify what you mean? What happens when your start form is submitted? Are you saying no process instance is launched, or some other issue?

File upload is only supported on start forms and task forms. If you are showing the document (a!fileUploadField) in site via Report it would not have the ability to upload the document.
