As Stefan indicated, this would require 2 actions on the user's part. The document download link can *only* perform the action of directly downloading the referenced file; the thing you're asking for would require something to happen before that.

No. This needs a process being started in the background to generate the ZIP.

Why not making a PDF/document with both images?

The only way I know of that this could be done would be by zipping the files, which you say wouldn't work for your use case. In fact, I don't even know of any examples of *any* websites providing this sort of functionality, mobile or not.
