Out of curiosity did you try setting the HEIGHT parameter to short, medium, or tall? Per the documentation, the header is frozen when this is done; i'm not sure how close this comes to satisfying your use case (it only affects on-grid scrolling, not page scrolling), but might be worth looking into.
