Static footers at fixed positions are not something that can be called a static footer. There is only one thing you could do, and that is to add some empty layouts for cards to push the footer down a bit further.

You should check the documentation! The header content layout lets you adjust the content padding.

can I realize a solution with a fixed header and dynamic footer close the edge as this solution

In my code I put billboard in "header" , graphs and footer inside card in "contents" but footer isn't close the edge.

There is no such thing as a static footer at a fixed position. The only thing you could do, is to add some empty card layouts to push that footer further down.

Sorry my Fault, I was using 22.1 version...soon we'll be updated, so I tested in a different environment

ok, but if I fix the header my footer can't stay close to the edge as you can see in my picture.

I think this uses a headerContentLayout with the header set to fixed and a billboard layout as a header. The footer is probably just a card layout.
