In the confirmation dialog box, you can only take yes or no (boolean inputs) but cannot take manual entries.
While in record action you can take manual entries for all the columns present in that record and can open it as a pop-up in UI.

Yeah ... not much details here .....

My approach to display "popups" is, to just hide everything else and just show a card layout with shadows enabled. This allows me to do anything I want.
