Just a note. The changes are not reflected immediately (links are not showing up), which is a known issue KB-2280 Sign-in Page Links not showing up immediately after they are configured

I am expecting to see the links in 24-72 hours.

Customising the login screen for a cloud instance of Appian is not possible through the Administration Console. The Terms of Service Agreement cannot be used to add links to the login screen either.
You can achieve this from Admin Console. Refer Below Screenshot for detailed view.

You can use Sign-in Page Links in Admin Console to add custom links to your login screen.
