The combination you are looking for is not supported.

But, in the past, I created a separate process to reassign in batches, tasks assigned to, or already accepted by, individuals that became unexpectedly unavailable. I think this is a better user experience than having to manually reassign each and every task individually.

But here the current design is like this because Manager can re-assign any tasks of that model in case any assigned user is not available.

Then you need to remove these users from the "Manager" security role on the process model.
