If just need to set visibility of users that are being part of that record, you can do it by using modify user security smart service as you can provide Admin,Editor and Viewer for the user.

If you want to restrict the viewers for a user record you need to turn off the default user profile visibility under "Permissions" in the Admin console. If you are on an older version of Appian you may need to configure this setting in custom.properties. After turning off the default profile visibility you need to manually add viewers to a user's record in process using the Modify User Security smart service.
