Great Question, I am not aware of a way to change this setting at the Admin level.

Maybe you could submit an enhancement request for that feature.

I don't think there is a default Admin Level configuration which can be manipulated dynamically. The above work around will be helpful in this scenario.

Thank you both for your responses but I have seen those comments before.

I was hoping to have a configuration at the admin level to set the "Hide Task Toolbar" as true as the default for the system. Our developers would like to have the toolbar disabled and only turn it on when needed.

In 7.9 - Hide Task Toolbar : This option removes the task toolbar buttons (such as Save and Reassign) from the task.
