&lt;p&gt;A network capture will reveal a 403 error when accessing this path:&lt;/p&gt;

&lt;p&gt;The action&amp;nbsp;&lt;code&gt;/framework/navigation/reports.jsp&lt;/code&gt;&amp;nbsp;has been removed from the product but the&amp;nbsp;&lt;strong&gt;navigation-config.xml&lt;/strong&gt;&amp;nbsp;still has the old references to this path due to an incorrect migration.&lt;/p&gt;
