How does group membership work?

Question

If I have a parent group say "All Users", a child group "Admins" and an object say a rule "A" which has following security settings on it:

User or Group

Permission Level

Default (All Other Users)

No Access

Admins

Administrator

All Users

Viewer

Now, as per top to bottom inheritance approach, parent group "All Users" has "Viewer" rights set for rule "A" and it's child or member group "Admins" should also get "Viewer" rights but as given explicitly here "Administrator" rights to "Admins", it overrides the security setting "Viewer" passed to it by parent "All Users" to "Administrator". 
 Shouldn't "Admins" also get "Viewer" rights to the rule "A", how it gets "Administrator"?

@ varunkumarb0001 - If for rule A, you give security for All users as viewer, then the child group Admins users will be getting viewer security for this object, no matter even if they are having rights of system administrators, but if you explicitly mention the admin group security as admins, then the security will be overridden and the "Admins" group member will be getting the admin rights to that particular object. If you want to keep the security for Admin group as Viewer only for rule A, then avoid providing exclusive security to admin group and add only add "All users" group.
